Governor Kaine upholds the leadership of the FCCPTA in the area of parental consent and involvement in the special education process.  In a memorandum to the Virginia Board of Education, Governor Kaine specifies five specific proposed changes to the regulations that he will not support, four of which are specific positions advocated by the FCCPTA in our comments.
